Buying a Home in Little Elm, TX: Seven PIDs on the Lake
Short answer. Little Elm lists seven public improvement districts, and some parcels sit in two. Four school districts serve the town. For any Little Elm home, ask which PID applies, what the yearly assessment is and which district serves the address.
How did Little Elm grow so quickly?
Little Elm counted 363 people in its first census in 1970 and 3,646 in 2000. It reached 25,898 in 2010 and 46,453 in 2020. Wikipedia gives later estimates of 55,357 for July 2022 and 58,496 for 2023, and a projected buildout population of about 90,000.
The town was established in 1844 on the shore of what is now Lewisville Lake, incorporated in 1966 and became a home rule municipality in 2001. Most residents live in single-family homes in master-planned subdivisions built from the late 1990s to the late 2010s, so most homes are under thirty years old.
What is the lake setting?
The town lies mainly along the northern and eastern shores of Lewisville Lake. Wikipedia gives its area as about 22 square miles, with about 4 square miles of that water. The sources differ slightly, so the exact figure is worth checking with the town.
Five major community parks are Little Elm Park, Cottonwood Park, Beard Park, McCord Park and Union Park. Cottonwood Park hosts Cottonwood Creek Marina, and McCord Park is a wooded 38-acre park with trails, a disc golf course and a fishing dock. Water views and lake access can change a home's price and its insurance questions, so ask about flood zone, elevation and the shoreline rules for the exact address.
Which PIDs does Little Elm have?
The town lists Valencia on the Lake, Rudman Tract, Hillstone Pointe No. 2, Lakeside Estates No. 2, Spiritas Ranch, Spiritas East and Valencia No. 2, created between 2013 and 2022. Seven is a lot for a town this size, so a buyer should expect to meet one.
Assessments appear on the Denton County tax statement. The town publishes an FAQ for parcels in two PIDs, where the owner pays two assessments. Under Local Government Code Section 5.014 the written PID notice must reach the buyer before a binding contract is signed. The Texas Real Estate Research Center explains the rule in plain language.
Which school districts serve Little Elm?
Little Elm ISD serves most of the original city, and its stadium at Hart Road and Eldorado Parkway opened in 2006 with 7,500 seats. Two middle schools, Walker and Strike, opened for 2020-21. Frisco ISD serves part of the town, with Lone Star High School serving most of that area. Denton ISD's Braswell High School opened in 2016 at Navo Road and US 380, and Aubrey ISD is also listed as a primary district.
A home a few streets away can be in a different district. Look up the exact address and confirm with the district. We make no statement about how any district compares with another.
What is the Lakefront district?
The downtown Lakefront area near Eldorado Parkway and Main Street has seen recent investment, with restaurants and entertainment. Wikipedia reports more than 550 apartment units within walking distance of shops and restaurants.
For a buyer near Lakefront, that means walkability and also event noise and parking pressure. For a seller, nearby apartments and new construction are part of the comparison set.
How do people get around Little Elm?
Highways named in the town profile are US 380, Eldorado Parkway, FM 423, FM 720 and the Dallas North Tollway. The town lies east of Denton and north of Frisco, and a commute to Plano, Frisco or Dallas depends on traffic on those roads.
Test the drive at the hour you would travel. A route that works at ten in the morning may not at five in the evening.
Who works in Little Elm?
The Little Elm Economic Development Corporation lists employers above 100 workers: Little Elm ISD with 853, the Town of Little Elm with 311, Kroger with 191, Lowe's with 178 and Retractable Technologies with 146. The largest resident employment sectors are retail trade, finance and insurance, professional and technical services, construction and education.
Many residents work elsewhere in the metro area, which is our reading, not a statistic. Weather note: the area has a humid subtropical climate and about 33.5 inches of rain a year, with April and May the wettest months.
What should a Little Elm buyer know about lake-area insurance and upkeep?
Homes near a lake can carry different insurance questions from homes inland. Ask the seller for any flood, wind or hail claim history, ask an insurance agent for a quote on the exact address before you waive any option period, and check whether the lot drains toward the water. Clay soil in this part of North Texas moves with wet and dry seasons, so foundation history deserves a close look on any home, not only lakeside ones.
Boat docks, retaining walls and shoreline work may need approval from the town and from whichever agency manages the shoreline, and rules differ by lot, so ask the town before you rely on any of it. Ask for permits and approvals in writing rather than assuming a feature the seller built is allowed to stay. If you are selling, gather those papers early, because a buyer who finds a missing permit during the option period can ask for repairs or walk away.
Finally, ask whether the home is in a PID and a flood zone at once. A buyer can face a PID assessment, an HOA fee and a flood insurance premium in the same monthly budget, and the total is what decides affordability, not the list price alone.
How does the town government affect a homeowner?
Little Elm has a council-manager government with a mayor and five council members. Municipal elections are held each March with June runoffs when needed. Zoning and permits for pools, docks and additions come from the town, and an HOA may add its own rules.
What should you ask the seller or listing agent?
Get these answers before an offer.
- Which PID or PIDs apply, and is the notice signed?
- What is the yearly assessment and how many years remain?
- Does the address sit in Little Elm, Frisco, Denton or Aubrey ISD?
- Is the home in a flood zone, and what does flood insurance cost?
- What are the HOA dues and what do they cover?
- How far is the home from the Lakefront, a park or a major road?
What should Little Elm sellers line up first?
Sellers compete with many similar subdivision homes.
- The signed PID notice and the yearly assessment, ready for the first showing
- Closed sales on your own street, not the town median
- The HOA resale certificate and fee schedule
- Receipts for the roof, HVAC and any foundation work
- A lowest acceptable price set before offers arrive
